This data set contains baseline tangent lines in ArcGIS shapefile format for
the BOEM Atlantic Region. Baseline tangent lines are typically bay or river
closing lines used by the BOEM to calculate the Submerged Lands Act (SLA)
boundary, the Limit of '8(g) Zone', and other offshore boundary lines. These
tangent lines would project staight line segments in any projected line,
while baseline points would project circular arc segments to the projected
boundary. A second file containing baseline points is also available.

Because GIS projection and topology functions can change or generalize
coordinates, these GIS files are considered to be approximate and are NOT
an OFFICIAL record for the exact baseline coordinates. The Official
Protraction Diagrams (OPDs) and Supplemental Official Block Diagrams
(SOBDs) serve as the legal definition for BOEM offshore boundary coordinates
and area descriptions.
These baseline tangents and other cadastre information the BOEM produces are
generated in accordance with 30 Code of Federal Regulations (CFR) Part 556.8 Subpart A, (formerly Part 256.8 Subpart A (2010))
to support Federal land ownership and mineral resource management.
The BOEM is making its existing cadastre data available at
https://www.boem.gov/Oil-and-Gas-Energy-Program/Mapping-and-Data/Index.aspx. These data include Official
Protraction Diagrams (OPDs), and Supplemental Official OCS Block
Diagrams (SOBDs) in pdf format, and digital spatial data in ArcGIS
shapefile format.

This file should contain all the Atlantic baseline tangents lines.
Coordinates values have been computed to .00000001 of a degree, but this shapefile
is considered to be approximate. Where differences occur between the
shapefile and the OPD and SOBD diagrams, the diagrams take precidence.

The National Baseline tangents were selected by NOAA, using the
latest natuical charts and other supporting data. They were reviewed
by BOEM and approved by the National Baseline Committee.
BOEM then took them, added additional attributes, and stored them in
the BOEM Technical Information Management System (TIMS) database.
